Deerfield Energy Committee Votes to Pursue Solar Proposals, Eyes June Federal Deadline

DEERFIELD — February 24, 2026 — Deerfield Energy Conservation Committee hears solar pitch, votes to pursue site proposals before June federal incentive deadline. At the February 24 meeting, Chair David Gilbert Keith convened the committee to hear a presentation from Power Options — a Massachusetts nonprofit serving more than 830 municipal and nonprofit members under MGL Chapter 164, Section 137 — on its pre-negotiated solar and power purchase agreement program, with vendor Select Energy identified as the program partner. Power Options Program Director for Alternative Fuels Walter Gray said current PPA rates under the program have yielded savings of "50 percent or more over grid-delivered" electricity in some cases, at zero capital cost to municipalities. Alternative Fuels Analyst Farrah Gillette identified July 4, 2026 as the deadline by which a PPA contract must be signed to safe-harbor the federal Investment Tax Credit covering 30 percent of project costs, setting an effective target of early June for Deerfield. The committee identified the Deerfield Elementary School rooftop and the Leary lot municipal parking area at 54 North Main Street as initial sites for no-cost preliminary proposals, and voted unanimously to authorize the chair to sign on to three pending state forest protection bills if he deems them appropriate. The committee also heard from Mark Rabinski, Deputy Director of the DOER Green Communities Program, on the ongoing difficulty of passing the specialized stretch code — the remaining hurdle to Climate Leader designation — at town meeting, after a prior attempt failed with the decarbonization commitment article passing but the stretch code and zero-emission vehicle first policy falling short.
