Greenfield City Council scaled back a Poet Seat Tower repair appropriation from $100,000 to $25,000 Tuesday, citing fiscal pressure and a lack of a comprehensive capital plan. City accountant Stephen reported a $766,000 overall FY26 general fund surplus embedded in twelve year-end transfer orders, all of which passed unanimously, though he noted the surplus cannot be certified as free cash until the city completes its ongoing book reconciliation with auditing firm Clifton Larson Allen.
