Select Board · Meeting of October 21, 2026

Greenfield City Council adopted a rental registry and inspection ordinance in a 10-1 vote, with one abstention, after more than two hours of public comment. The ordinance imposes a $30-per-unit annual fee, intended to fund an additional health inspector, on an estimated 3,600 rental units, about 45 percent of the city's housing stock. Vice President Garrett sponsored the measure after two years of drafting with tenant group Housing Greenfield and the Board of Health; Councilor Bottomley cast the lone no vote, citing an unreviewed landlord-association legal critique, and Councilor Minhas abstained over exemptions for vulnerable renters.

Tenant advocate Kat Miller told the council the ordinance would end landlords being able to "plead ignorance" on unrepaired damage. Opponents, including the Realtor Association of Pioneer Valley's Dawn Rafini, warned the added costs could worsen Greenfield's housing shortage. A separate 7-4 vote kept a dedicated revolving fund for the registry's fee revenue in the ordinance.
