Greenfield Committee Advances Five Ordinances, Holds Tax Plan for Revisions

Greenfield's Appointments and Ordinances Committee voted unanimously to recommend four ordinances to the full City Council at its June 10 meeting, while holding a fifth — a proposed tax payment plan ordinance — for additional staff work. The four advancing measures include a zero-emission first vehicle fleet ordinance, a new chapter allocating unclaimed tax title equity proceeds equally between the city's elderly and disabled tax fund and a property maintenance fund, the companion adoption of MGL Chapter 200A Section 9A, and an update to the cannabis sales ordinance. The payment plan proposal, which would allow the city treasurer to enter into payment agreements with delinquent taxpayers at an 8 percent interest rate under MGL Chapter 60 Section 62A — down from the current 16 percent penalty — was held after city finance official Director Nemecow acknowledged the city has not yet drafted eligibility criteria, telling the committee, "I don't have any criteria and I'm not sure what Mandy has been working on before she left." Councillor Williams and Director Nemecow agreed to meet to develop criteria modeled on the elderly and disabled tax fund before the proposal returns.

The committee also reached informal consensus to narrow a proposed tear gas ban in the public assemblies ordinance to apply specifically "in the case of public assemblies," and directed the city attorney to review whether Greenfield has authority over the Franklin County Regional Special Response Team before a public hearing is scheduled.
