Greenfield Elderly Tax Fund Pursues Legal Path to Community Preservation Act Money

Other Committee · Meeting of June 24, 2026

Greenfield's Elderly and Disabled Taxation Fund Committee referred a complex Community Preservation Act funding question to the city attorney and reviewed an active fundraising campaign at its June 24 meeting. Chair Patty Williams explained that CPA funds are currently off-limits because the program prohibits commingling with general municipal funds, a condition the committee's award structure would trigger, and that some advisers warned a statutory fix could implicate Proposition 2 and one-half. The committee's current fund balance stands at approximately $3,800, with $2,500 pending from Greenfield Cooperative Bank and applications outstanding at TD Bank, M&T Bank, Berkshire Gas, Fallon Healthcare, and Bay State.

Member Wahab Minhas is pursuing Freedom Credit Union and an unnamed local restaurant. The committee scheduled a public application-assistance session at the Greenfield Senior Center for August 21 and a presentation to the Greenfield Business Association roundtable on August 14, and moved its next meeting from July 23 to July 16.
