Conservation Commission Continues River Street Pavilion Hearing, Awaits DEP Comments

GREENFIELD — April 28, 2026 — Greenfield Conservation Commission continues pavilion hearing at 52 River Street while closing a tank emergency with no spill found. The commission voted unanimously April 28 to continue a notice of intent for a 40-by-80-foot open-air storage pavilion — proposed by a glass and building materials business — to its May 12 meeting, pending a DEP file number and comments from Massachusetts DEP Western Circuit Wetlands Rider Mark Stinson; the parcel sits within the outer 50 feet of the Green River's 200-foot regulated riverfront area and overlaps mapped Natural Heritage priority habitat. Conservation Agent Travis Fletcher noted that because the riverfront area is not considered degraded, a two-to-one mitigation ratio — rather than one-to-one — likely applies to any impervious concrete added, a question the commission said it would confirm before May 12. Separately, consultant Christopher Horan of Synergy Environmental Inc. reported that a March emergency involving a diesel tank at 142 Mohawk Trail was fully resolved with no petroleum release: 12 soil samples peaked at 42 parts per million, well below the 100-parts-per-million DEP reporting threshold, and all site conditions were restored by April 10.
